Another possible reason why your Steam download is stuck at 100% is the internet connection. Your internet speed determines the speed of your Steam download. When your Steam download gets stuck at 100%, it could be your internet connection interrupting the download.

CORRUPTED FILES

Sometimes, server issues and poor internet connection could result in corrupted files. Corrupted game files might bring about several game bugs, glitches, and issues including having the Steam download stuck at 100%.

How to Fix Steam Download Stuck At 100%

First, try to restart your computer or restart Steam. Then try restarting your modem and/or routers. You can also try to pause and resume the download. Sometimes, this issue can be fixed by simply waiting for a few minutes while the game installs. Steam identifies downloading and installing as the same procedure, which means the download would seem to be stuck at 100% when it’s really just being installed. Fix 1: TEMPORARILY TURN OFF ANTIVIRUS OR FIREWALL

Your antivirus or firewall might be blocking Steam from communicating with its servers and this might make the Steam download stuck at 100%. One way to fix this is by temporarily disabling the antivirus or including Steam on the exception list in your firewall or antivirus software. You can turn off your firewall with these steps:

For Windows:

  1. Click the windows icon on the taskbar or the windows key on your keyboard
  2. Click the settings icon
  3. Click on ‘Update & Security’, then select ‘Windows security’
  4. Select ‘Open Windows Security’ and then ‘Firewall & network protection’
  5. Select your network and click the toggle button to turn the firewall off, then restart the download
  6. To allow Steam to communicate through the firewall, follow steps 1-4 and then click on ‘Allow an app through firewall’ then select the app.
  7. To disable any antivirus software, locate the antivirus icon in the windows notification section, then right-click the icon and click on stop or disable. You can also disable the antivirus from inside the program.

For Mac:

  1. Click on the Apple icon from your toolbar, then select ‘System preferences’
  2. Select ‘Security and privacy’
  3. Then click the Firewall tab and select ‘Turn off Firewall’, then restart the Steam download
  4. To configure firewall and allow selected apps, click on ‘Firewall options’ instead
  5. You can also disable antivirus on your mac by right-clicking on the icon in your menu bar and selecting stop or disable

Fix 2: Clear Download Cache

Another fix for the Steam download stuck at 100% issue is clearing the download cache. Once this is done, cached data will be erased and captured again from the Steam servers. This might help solve the issue. Follow these steps to clear the download cache:
